Partenariats Hubert Curien (PHC) du Maghreb will support research in Algeria, Morocco, and Tunisia on renewable energy, environment and health, water treatment and management, and ICT. Fondation Nestlé France -- Research Grants for Food and Nutrition 2013. The Nestlé Foundation invites researchers associated with French research institutions, ages 35 and under, to apply for grants on the biological, social, or humanitarian aspects of food production. Projects can be implemented in France or other countries. Nestlé will make three grants of €20 thousand each. The application deadline is 23 May 2013. Link

French Biodiversity Research Foundation (FRB) -- Biodiversity Change in Sub-Saharan Africa. The FRB and the French GEF jointly call for research projects on scenarios of biodiversity change in Sub-Saharan Africa. Research should aim to understand future plausible changes in biodiversity and ecosystem services, and strongly link research to policy and management. Grants of €150 thousand to €200 thousand will fund projects of one or two years in one or more eligible African countries. Applicants must provide at least 50% of project costs. The lead for the project can be from the North or South, or shared. Expressions of interest are due no later than 30 May 2013. Link

French Institute for Development Research (IRD) -- Research on Biodiversity in the South Pacific. IRD will fund research projects in marine and terrestrial biodiversity through the program GOPS. Grants are for a maximum of €20 thousand for one year. Eligibility is restricted to GOPS member organizations and partner organizations. The application deadline is 31 May 2013. Link

Global Impact Investing Network (GIIN) -- Africa Impact Economy Innovations Fund. Working through GIIN, the Rockefeller Foundation and Tony Elumelu Foundation offer support to foster Africa’s impact economy. Proposals should aim to build the framework for investments that contribute to positive social and environmental impacts. Grants are up to US$100 thousand, and there are no sectoral restrictions or country restrictions. Proposals are particularly welcome from organizations based in Africa. Libya Diaspora Marketplace -- Grants for Enterprises in Libya. The Libya Diaspora Marketplace is sponsored by the U.S. Agency for International Development and Western Union to support the start-up and expansion of businesses in Libya. The program favors enterprises in agribusiness, fisheries, livestock, tourism, environmental services, and other productive sectors. Eligibility for grants extends to entrepreneurs who are U.S. citizens or permanent resident members of the Libyan diaspora community, as well as to individuals who have relevant connections and/or experience in Libya. Massachusetts Institute of Technology (MIT) -- Climate Co-Lab. The Climate Co-Lab aims to gather and apply collective intelligence from around the world to address global climate change. The Co-Lab currently posts 18 contests to invite the best ideas to prevent and adapt to climate change. Some contests pose social and political questions, while others focus on issues in science and technology (energy production, agriculture and forestry, waste disposal, and others). NEPAD and CTA -- Photos and Essays on Youth, Women, and Rural Agricultural Development in Africa. The New Partnership for Africa’s Development (NEPAD) and the ACP-EU Technical Center for Agricultural and Rural Cooperation (CTA) are jointly sponsoring a contest of photos and essays on youth and women in agriculture, climate change, and related themes. The contest is open to youth ages 13 to 35 who are citizens of the member states of the African Union. Prizes are up to US$3 thousand (and a digital camera in the photos category). South Asian Network for Development and Environmental Economics (SANDEE) -- Research Concept Notes. SANDEE invites research concept notes on the economics of natural resource use and environmental change in South Asia. Themes include ecosystems management, economics of climate change, and policies and instruments for greener economic growth in South Asia. The average grant size in recent years has been US$20 thousand for projects of one to two years. Concept notes should be submitted by 31 May 2013. Link

UK Commonwealth Scholarships -- Commonwealth Professional Fellowships 2013. The Commonwealth Scholarship Commission (CSC) invites applications for Professional Fellowships from organizations in the UK who have identified a Fellow or Fellows they wish to nominate (i.e., applications are not submitted by individuals). UNESCO with L'Oreal Corporate Foundation -- Young Women in Life Sciences 2014. The UN's Educational, Scientific, and Cultural Organization (UNESCO) and L'Oreal co-sponsor the annual "Fellowships for Young Women in Life Sciences." A maximum of three young women (under age 35), from each of five geo-cultural regions of the world, are awarded research grants in biology, agriculture, and other life sciences. Fellowships are up to US$40 thousand for up to two years of research outside the researcher's home country. Special attention is given to applications from the least-developed countries. U.S. Department of State -- Capacity Building for REDD+. The Bureau of Oceans and International Environmental and Scientific Affairs, Office of Global Change, U.S. State Department, announces funding to build capacity of practitioners and policy makers on Reducing Emissions from Deforestation and forest Degradation (REDD+) in developing countries. Eligibility extends to charitable non-profit/nongovernmental organizations in the USA and other countries; educational institutions; and public international organizations. Ashoka -- Ideas to Improve Nutrition. Ashoka is sponsoring "Nutrients for All" to promote ideas for healthy environments, nutrient-rich agriculture, full-nourishment foods, and human health in relation to nutrition. The competition is open worldwide. The best solutions will share US$45 thousand in unrestricted funding. The deadline for submissions is 19 June 2013. Link

Bill and Melinda Gates Foundation -- Consortium to Improve Nutrition and Agriculture in Africa. The Gates Foundation intends to support a consortium of organizations to improve nutritional outcomes from investments in African agriculture. The lead organization should be based in Africa. Partners should include organizations for research/evaluation and multiple local partners across countries (in at least four of Burkina Faso, Ethiopia, Ghana, Kenya, Mali, Nigeria, Tanzania, and Uganda). The deadline for expressions of interest is 07 June 2013. Link

CRDF Global -- Research in Biological Sciences in Indonesia. CRDF Global invites Indonesian researchers to apply to the Indonesia Biological Sciences Research Grant Program. The program will support biological research of importance to the Indonesian scientific community in areas such as biodiversity, food security, and public health. The program will award up to eight grants of up to US$25 thousand each. Primary applicants must be Indonesian citizens. Preference is for proposals that include collaborative relationships between Indonesian principal investigators and U.S.-based collaborators. The deadline for applications is 12 June 2013. Link

CRDF Global -- Research on Energy in Uzbekistan. CRDF Global welcomes proposals from joint U.S. and Uzbek teams for research on alternative energy and energy efficiency. Projects should explore alternative and renewable sources of energy, and strategies to lower energy consumption, to address climate change and promote economic growth in Uzbekistan. Each project should be led by a principal investigator in Uzbekistan and another in the USA. Grants are up to US$100 thousand. Uzbek applicants need to submit their proposals by 14 June 2013 for later submission to CRDF in September. Link

European Commission (EC) -- Artisanal Fisheries and Coastal Management in Somaliland and Puntaland. The EC will fund efforts to strengthen artisanal fisheries in Somaliland and Puntaland, and to enhance related coastal conservation and management. The grants will build institutional capacity in the public and private sectors, and support small-scale artisanal fisheries. Grants will range between €1.2 million to €3.5 million, varying by lot and by cost shares. Eligibility for funding extends to nonprofit NGOs in EU member states and other countries in the framework of the 10th EDF, and to international organizations. European Commission (EC) -- Livestock and Agriculture in Zimbabwe. The EC will make grants to support smallholder livestock production and smallholder agriculture in Zimbabwe. The work should aim to strengthen value chains, and build extension services and applied research. There will be one grant of €7 million for livestock, and two grants of €4 million for agriculture, subject to cost sharing. European Union -- Central European Initiative (CEI), Cooperation Activities 2013. The CEI makes grants to support its action plan. Cooperation projects are mainly for seminars, workshops, training courses, and other kinds of meetings. Priority themes include climate, environment, and sustainable energy; sustainable agriculture; and others. Projects can be submitted by all public and private bodies in CEI's member states, as well as by international and regional organizations. Preference is for proposals submitted from CEI's non-EU member states (Albania, Belarus, Bosnia and Herzegovina, Croatia, Macedonia, Moldova, Montenegro, Serbia, and Ukraine). Fresno Chaffee Zoo -- Wildlife Conservation Fund 2013. The Fresno Chaffee Zoo Wildlife Conservation Fund makes grants for wildlife conservation and research that focuses on rare, threatened, and endangered animals and their habitats. The priority is for in situ conservation projects. Most grants range from US$1 thousand to US$2 thousand. The principal investigator must be associated with a recognized institution. Humane Earth Foundation -- Environment in Europe. The Humane Earth Foundation (La Fondation pour une Terre Humaine -- FTH) makes grants to civil society organizations in Europe for social action to defend the natural environment, and to combat poverty and exclusion. Most grants are to organizations in western Europe, although FTH makes a smaller number of grants in eastern Europe and the Balkans region. Grants are to small and medium NGOs and to other nonprofit associations with an activist orientation. Grants do not generally exceed CHF 25 thousand. The next application deadline is 17 June 2013. ITU Telecom World -- Young Innovators Competition 2013. The International Telecommunication Union (ITU) invites young people aged 18 to 26 to submit ICT-based solutions that address six global development challenges. They include reducing food and water waste; improving prediction and response to natural disasters; and others. Each of ten finalists will receive US$10 thousand and an opportunity to participate in ITU's Telecom World 2013 conference in Bangkok. The application deadline is 30 June 2013. Link

Regional Partnership for Coastal and Marine Protected Areas in West Africa (PRCM) -- Travel Grants. The PRCM will support the participation of qualified West African participants in the Third International Conference on Marine Protected Areas, to be held in October in France. Organizations associated with PRCM interested in sending a delegate to this conference should apply for support before 15 June 2013. Link

SEED Initiative -- SEED Awards 2013. The SEED Awards support local small-scale enterprises in the developing world which integrate social and environmental benefits into their business models. In 2013, SEED will make 35 awards according to geographical and thematic priorities, including themes of gender equality and low-carbon enterprises. Each award recipient is granted US$5 thousand plus capacity building and networking opportunities. The application deadline is 12 June 2013. Link

Smithsonian Tropical Research Institute -- Research in Forest Plots. The CTFS-SIGEO Grants Program supports tropical forest research by senior researchers, postdoctoral fellows, and graduate students. Social scientists and natural scientists of all nationalities are eligible. Preference is to scientists in the countries that have CTFS-SIGEO sites, and to graduate students and postdoctoral researchers. Most grants will range from US$2 thousand to US$15 thousand. Swiss National Science Foundation (SNSF) -- International Exploratory Workshops. The SNSF's International Exploratory Workshops enable researchers working in Switzerland to organize workshops with partners from other countries. The seminars should take place in Switzerland, but exceptions can be granted, if justified. The program is open to all fields of research. The next application deadlines are 05 June 2013 and 09 October 2013. Link

Toyota Motor Corporation -- Toyota Environmental Activities Grants Program 2013. Toyota makes grants to support environmental activities implemented by nonprofit organizations on environmental themes that vary from year to year. The themes in 2013 are "biodiversity conservation" and "counter measures to global warming." Grants are made in Japan and overseas (i.e., internationally). The international program is open to applicants in Japan, and international partners in collaboration with Japanese groups. The application deadline is 11 June 2013. Link

United Nations University -- Prosper.Net-Scopus Young Scientist Awards 2013. The Award recognizes young scientists and researchers in the Asia-Pacific region in the field of sustainable development. For 2013, eligible fields of research are water; transport; and ICT for sustainable development. Winners receive fellowships through the Alexander von Humboldt Foundation for research with partners in Germany, in addition to a small cash prize. The closing date for applications is 30 June 2013. Inter-American Bank (IDB) and Partners -- IDEAS to Promote Energy Solutions in Latin America and the Caribbean. The IDB and several funding partners seek proposals that promote innovative solutions to energy problems, benefit local communities or regions, create jobs, and contribute to the reduction of greenhouse gas emissions. Award winners will receive up to US$100 thousand as well as technical and business support to scale up their ideas. The program is open to individuals, enterprises, and organizations in countries that are borrowing members of the IDB. The closing date for submissions is 01 July 2013. Link

LAUNCH -- Innovations to Increase Positive Environmental and Social Impacts of Fabrics Production. LAUNCH seeks to identify and support innovative approaches to global challenges. The Launch System Challenge 2013 focuses on innovations to produce fabrics in ways that advance equitable global economic growth, drive human prosperity, and replenish the planet’s resources. Innovations can be business models, financial instruments, technologies and programs that accelerate research, or education and capacity building. The winners participate in a six-month program to accelerate the development of their innovations. The deadline for submissions is 15 July 2013. Link

Netherlands Organization for Scientific Research (WOTRO) -- Food and Business Global Challenges. The Food & Business Global Challenges Program encourages scientific research and innovation towards affordable, safe, and nutritious food for vulnerable and resource-poor populations in developing countries. Proposals are invited from consortia of research organizations and public and private organizations in the Netherlands and at least one low or middle-income country. WOTRO particularly invites Dutch enterprises to participate. Grants are up to €600 thousand for 4-5 years. The deadline for preliminary proposals is 09 July 2013. Link

Organization for Women in Science for the Developing World (OWSD) -- Postgraduate Fellowships 2013. OWSD supports female scientists in Sub-Saharan Africa and Least Developed Countries (LDCs) with doctoral fellowships in the natural sciences. The fellowships are for the pursuit of a doctoral degree at a host institution in a developing country, but not in the applicant's home country. Applicants should be qualified young women science graduates (generally below 40 years of age), who have an M.Sc. degree or outstanding B.Sc. in the natural sciences. The application deadline is 31 July 2013. Link

EU Technical Center for Agricultural and Rural Cooperation (CTA) -- ICT for Agricultural Development. The CTA announces a media competition on using information and communication technologies (ICT) to support agricultural development. The competition is open to journalists who are nationals of the African-Caribbean-Pacific countries, and working for print or online media. The finalists will be supported to attend an international conference in Rwanda, and receive a prize of €1 thousand. The deadline for submissions (English or French) is 15 August 2013. Link

International Elephant Foundation -- Elephant Conservation and Research 2014. The International Elephant Foundation makes grants for conservation and research of elephants. Eligibility extends to organizations and individuals internationally -- including students, scientists, and institutions. The current call for applications has three categories: (i) African elephant conservation in situ; (ii) Asian elephant conservation in situ; and (iii) Ex situ elephant conservation and research. The Foundation prefers grant requests of less than US$10 thousand. The application deadline in all categories is 16 August 2013. Link

Swiss National Science Foundation -- Research with Eastern Europe, Russia, and Central Asia. In collaboration with the Swiss Agency for Development and Cooperation, the Swiss National Science Foundation administers SCOPES to promote Swiss scientific cooperation with Eastern Europe and the new independent states of the former Soviet Union. The program is open to proposals in any theme. The current call for proposals is for conference grants; preparatory grants; joint research grants; and valorization grants. Lead applicants must be based at Swiss research institutions. Applications for conference grants are accepted continuously. Application deadlines are 31 August for preparatory grants, and 20 September 2013 for joint research grants. Link

U.S. Department of Agriculture -- Food for Progress 2014. The Foreign Agricultural Service of the U.S. Department of Agriculture administers the annual "Food for Progress" program. The sale of U.S. agricultural commodities funds projects that increase agricultural productivity in eligible developing countries (Benin, El Salvador, Guatemala, Kenya, Malawi, Nicaragua, Philippines, Senegal, Tanzania). Most grants are US$10 million to US$15 million. The closing date for applications is 02 August 2013. Link

Bill and Melinda Gates Foundation -- Emerging Leaders in African Agricultural Research. The Gates Foundation will make grants through the Program for Emerging Agricultural Research Leaders (PEARLS) to scientists at national agricultural research institutions and universities in Sub-Saharan Africa, working in collaboration with other researchers internationally. Applicants should have at least an MSc degree, and be resident in Sub-Saharan Africa. Budgets are up to US$500 thousand. The research project can be written in either English or French. The deadline for pre-proposals is 30 September 2013. Link

Chinese Academy of Sciences (CAS) -- Post-Doctoral and Visiting Scholars from Developing Countries. CAS enables awardees from developing countries to participate in the research programs of CAS-affiliated institutions, or to conduct collaborative research agreed upon by a host institution of CAS. Candidates should have a PhD in any natural science. The program includes both short-term visiting scholarships, and post-doctoral fellowships. Applications require the support of a CAS institution or a CAS international partner. The deadline for applications (English) is 15 September 2013. Link

Netherlands Organization for Scientific Research (WOTRO) -- Food and Business Applied Research Fund. The Food & Business Applied Research Fund offers grants for applied research contributing to food security in the partner countries of Dutch international cooperation (Afghanistan, Bangladesh, Benin, Burundi, Ethiopia, Ghana, Indonesia, Kenya, Mali, Mozambique, Palestinian Territories, Rwanda, South Sudan, Uganda, Yemen). The main applicant should be a public or private organization in one of these partner countries, working with one or more research partners in Netherlands or the partner country. Grants will range from €50 thousand to €300 thousand for up to 36 months. Each project requires at least 20% co-funding from private sources. There are three rounds of applications with deadlines of 18 September 2013; 15 January 2014; and 15 April 2014. Link

Philip Henman Trust -- Grants for Development Projects. The Philip Henman Trust makes grants to UK-based development organizations, with few restrictions on thematic areas. Support is normally between £3 thousand and £5 thousand per year, with a maximum total of £25 thousand. The closing date for applications is 10 September each year. Link

Social Science Research Council -- Connecting Environment and Health in China. The Social Science Research Council (USA) offers grants to research institutions and civil society organizations in China for projects that emphasize relationships between environment and health. Most grants are US$10 thousand to US$15 thousand. The closing date for applications is 01 September 2013. Link

Birdfair/RSPB Research Fund for Endangered Birds -- Applications 2013. The British Birdwatching Fair (Birdfair) and the Royal Society for the Protection of Birds (RSPB) jointly provide small grants for research on birds listed by IUCN as “endangered,” “critically endangered,” or “data deficient.” Priority is for researchers working in their own countries, particularly in collaboration with BirdLife’s partners. The maximum grant is US$2 thousand, with preference for smaller requests. The closing date for applications is 31 October 2013. Link

Pittsburgh Zoo & PPG Aquarium -- Grants for Conservation and Sustainability. The Pittsburgh Zoo & PPG Aquarium (USA) awards grants from US$1 thousand to US$3 thousand for a variety of projects, emphasizing field studies and cross-disciplinary approaches to conservation. There are no restrictions by nationality or geographical region. The Fund has supported projects in 40 countries and two oceans. The application period is 15 August 2013 through 20 October 2013. Prince Bernhard Nature Fund -- Projects to Conserve Flora and Fauna. The Prince Bernhard Nature Fund (Netherlands) aims to help save critically endangered flora and fauna in tropical and subtropical regions of Africa, Asia, and Latin America. It gives funding preference to organizations in these regions, sometimes in partnership with parties in Europe or North America. Grants are up to €25 thousand. The application deadlines are 01 April and 01 October each year. Link

The Prize consists of an award of US$100 thousand and a medal. Awards of US$25 thousand are presented to each of two other finalists. U.S. Department of State -- Hubert H. Humphrey Fellowships. The Hubert H. Humphrey Fellowship Program supports non-degree academic study and related professional experiences in the U.S. for experienced professionals from countries that are undergoing development or political transition. Fellows are hosted at universities in the USA. Program fields include agriculture and rural development; natural resources, environmental policy, and climate change; and many others. Applications are made through the U.S. Embassies or Binational Fulbright Commissions in eligible countries, with varying deadlines. The embassies and commissions submit their nominations before 01 October to the Institute of International Education office in Washington, DC. Link

USAID invites applications from regional organizations in East Africa for programs under the "African Institutions Innovation Mechanism" (AIIM). The program is intended to expand and diversify the pool of regional partners USAID collaborates with in support of the program Feed the Future -- operating in Burundi, Dem Rep Congo, Djibouti, Ethiopia, Kenya, Rwanda, Somalia, South Sudan, Sudan, Tanzania, and Uganda. Biodiversity Foundation -- Support for International Projects 2013. The Biodiversity Foundation (Spain) makes grants for projects in biodiversity, climate change, and sustainable development. The Foundation supports conservation field projects, research, education and training, and public awareness in Spain and internationally. Each program component has a different application deadline. The closing date for grants to support international collaboration and activities is 15 March 2013. Link

Grameen Foundation -- Fellowship Program. The Grameen Foundation invites applications for its first class of fellows. Placements are defined by the Foundation's field offices in Colombia, Dubai, Ghana, Hong Kong, India, Indonesia, Kenya, Philippines, and Uganda. Fellowships are for one year and cover training, support, and living expenses (but do not cover airfare and visas). There are no restrictions by nationality or residence. International Riverfoundation -- Thiess Riverprizes 2013. The International, Australian, and European riverprizes are awarded to outstanding projects in river management. The Prize has a cash component plus a twinning component. Regional Universities Forum for Capacity Building in Agriculture (RUFORUM) -- Research on Financial Services for Agriculture and Agribusiness in Africa. The ICWA makes grants to support Fellows who carry out self-designed independent studies for a minimum of two years in the developing world. U.S. citizenship is not a requirement, but candidates must show strong and credible ties to U.S. society. Areas of particular interest to ICWA include the Arab Middle East and Southeast Asia, but candidates may seek fellowships in any country. Among the fellowship categories, the "Forest and Society" fellowships explore the relationship of forest resources to the complex of human factors bearing on their conservation and management. Zayed Future Energy Prize -- Call for Submissions 2013. The Zayed Future Energy Prize recognizes innovation, long-term vision, and leadership in renewable energy and sustainability. The Prize is awarded across several categories: (i) Large corporations; (ii) Small and medium enterprises; (iii) NGOs; (iv) Lifetime achievements (i.e., of individuals); and (v) Global high schools (i.e., high schools in five world regions). Christensen Fund -- Biodiversity and Cultural Diversity 2013. The Christensen Fund makes grants to indigenous-led and community-based organizations for projects that combine biodiversity with cultural diversity. Most grants are in the range of US$50 thousand to US$100 thousand for one or two years. Application dates are 01 August 2013 through 31 August 2013 for pre-proposals representing the following bio-cultural regions: African Rift Valley; Central Asia; and Greater Southwest (i.e., southwestern USA and northern Mexico). International Land Coalition -- Protecting Land Rights for the Rural Poor. The International Land Coalition announces the "Facility in Support of Innovative and High-Impact Targeted Interventions" (FTI) as a new program to help the rural poor gain access to and control over land and other natural resources. The FTI is primarily intended to support national and local civil society organizations in developing countries worldwide. Most grants will be under US$30 thousand for interventions of up to one year. FTI requires a minimum 20 percent co-funding. Proposals are invited in English, Spanish, and French on a continuous basis through October 2015. Link

U.S. Agency for International Development -- Global Development Alliance 2013. The Global Development Alliance seeks to leverage resources from partner organizations to complement USAID's program funding. USAID welcomes applications from private businesses, business and trade associations, foundations, NGOs, faith-based organizations, international organizations, colleges and universities, civic groups, regional organizations, and others -- in the USA and internationally. Proposals must offer resource contributions of at least 1:1 with USAID. Proposals should be directly related to USAID's programs at the country level (i.e. the USAID missions), or to programs based in USAID-Washington. Funding Opportunity APS-OAA-13-000003.                         Ceci est un mail qui m'a été transferé par un ami pourque je le conseille sur la fiabilité du message .

Ce type de mail est distribué en masse dans les boîtes des internautes chaque jour . Malheureusement beaucoup se font prendre , j'espère éclairer quelque uns sur ces techniques de vol en ligne.

                       Pour mieux comprendre il est important de  distinguer les différents type de messages utilisés par les arnaqueurs:

  • message annonçant la sélection  pour une loterie;
  • message annonçant la sélection pour un poste de travail à l'étranger; (comme le mail en début de l'article);
  • message d'une veuve malade et fortunée recherchant une âme de bonne volonté pour léguer ses biens ;
  • message de votre service mail , vous demandant de confirmer les informations sous risque de suppression de votre compte mail ;
  • et bien d'autres messages que vous pourriez compléter ...

                     Un conseil !   ne repondez jamais à ce type de message . Au risque de vous faire soit  voler de l'argent , infecter par un virus ou même usurper son identité ...

 

                    Quelques réflexes à avoir pour éviter de se faire prendre:

Lorsque vous recevez des messages douteux , vous pouvez de prime abord éffectuer les actions suivantes :

  • consultez l'adresse de l'expéditeur . Si l'expéditeur répresente ou agit au nom  d'une organisation, alors son  mail se doit d'être professionnel et non une adresse commune du  style : xyz@yahoo.fr, xyz@yahoo.com, xyz@voila.fr, xyz@free.fr, xyz@gmail.com, xyz@hotmail.fr et bien d'autres;
  • consultez une personne ou organisation ressource nanti d'une expérience dans le domaine de l'internet , je parle ici d'un ami ou d'une organisation spécialisée comme dans le cas du Cameroun : www.internetsociety.cm (organisation de la société civile en charge des questions de l'internet), www.antic.cm(Agence Nationale des Technologies de l'Information et de la Communication), www.minpostel.gov.cm(Ministère en charge du secteur des postes et des télécommunications), les fournisseurs d'accès à internet ou ISP(www.ringo.cm, www.camtel.cm,www.mhzlink.com, www.creonlink.cm) ;
  • consultez  les sites/ forums d'aide à l'utilisation d'internet ....

          image   Une Afrique en Or , c'est un continent avec des intellectuels de haut niveau . Aujourd'hui l'accès aux institutions de formation de qualité en Afrique est assez difficile à cause des coûts . Selon les statistiques du PNUD  20 % de la population détient 90 % de la richesse mondiale ; cela signifie en d'autres termes que 80 %  de la population mondiale est pauvre . Et qui dit pauvre , dit taux d'analphabétisation élevé  , dit taux de chômage elevé et dit afin sous developpement .

           Aujourd'hui grâce aux TIC(Technologies de l'Information et de la Communication), il est possible de suivre des cours à faible coût.L'investissement à réaliser se résume à se doter d'un PC et d'une bonne connexion internet( au moins 30 kbits/s de débit). Ceci fait, vous pouvez désormais accéder à une foultitude de formations et d'informations de diverses natures (vidéos, audios, fichiers textes ...etc)

           La récente recherche que j'ai effectué sur la toile m' a permis de recenser en plus de ceux auxquelles je suis abonné, des sites qui offrent des formations gratuites en ligne dans des domaines aussi variés que: les sciences de l'ingénieur, les sciences sociales , les sciences humaines  ..  (Dans un autre post j'expliquerai comment accéder facilement à l'information et rester informer ).     Ce que j'ai trouvé génial, c'est la qualité des formations offertes . Imaginez vous  recevant des cours des prestigieuses universités dans le monde tel : Harvard university(USA), MIT(USA),  stanford university(USA), école polytechnique de lausanne(suisse) ,  washington university(USA), consortium desITT(inde)..                        Les formations sont délivrées par les plus grandes écoles dans le monde c'est à dire : aux USA, en Europe , en Asie . Vous trouveriez aussi des entreprises de rénom engager dans les formations en ligne . Je présente ici une liste exhaustive de ces quelques sites que j'ai pu trouver ;

                                                    tic mobile   Un tour d’horizon des technologies d’accès à l’internet permet de citer parmi les plus utilisées : le wimax (par clé USB), l’ADSL (Asymetric Digital Subscriber Line), l’internet par le mobile. Ces dernières années les chiffres montrent une certaine percée du mobile dans le monde et dans les pays en voie de développement en particulier, près de trois quarts des habitants de la planète ont désormais accès à un téléphone portable. Posséder plusieurs abonnements est de plus en plus courant, ce qui suggère que leur nombre va bientôt dépasser celui de la population humaine (banque mondiale et infodev, 2012). En Afrique, de 4,19 appareils pour 100 habitants en 2002, on est passé à 27,5 en 2007 et à 32 en 2008 ; c’est la progression la plus forte du monde : 77% entre 2005 et 2006, 40% en moyenne sur la période 2005-2008(Annie L., 2010 ). Cet engouement se manifeste aussi par le nombre d’applications mobiles téléchargées en ligne. Plus de 30 milliards d’applications mobiles ont été téléchargées en 2011(Information and C. ,2012).

 

 

Un contexte adapté pour une capitalisation :

 

Avant  L’arrivée de la téléphonie  en Afrique dans les années 90 le tissu économique est   caractérisé : par des monopoles notamment  dans le secteur des télécommunications, par l’absence d’organes  de régulation, par des prix d’accès au service universel  relativement élevés. Dans les années  2000 avec les restrictions imposées par la banque mondiale et le FMI aux pays africains, on assiste à une libéralisation dans divers secteurs parmi lesquels, les télécommunications. On commence de plus en plus à parler de concurrence et de privatisation des entreprises.  Selon  José.D  2004 , seulement  14 pays sur 55 n'avaient pas encore libéralisé le secteur en 2004 ;  on peut constater au cours de la même année des pays avec un nombre d’opérateurs mobiles  allant de 6 à 2. L’introduction de la concurrence se fait conjointement avec la constitution des institutions de régulation, et des associations de consommateurs  pour assurer  une compétition égalitaire entre les protagonistes  et le respect des droits des utilisateurs. Ces facteurs favorisent la prolifération de la technologie   , surtout que le coût d’accessibilité à un abonnement est  bas comparé à celui de la téléphonie  fixe, la couverture du réseau  est également plus étendue. Nous retenons que pour que le  mobile continu  d’être une marne pour les différents acteurs il faudrait : une libre concurrence, l’existence des institutions régulation et  des associations des utilisateurs. Un aspect important qu’il ne faut pas négliger est le cadre technique, les opérateurs devraient moderniser leurs infrastructures pour supporter le flot d’utilisateurs qui augmentent. En effet le nombre de connexions a augmenté de 30% ces 10 dernières années et est évalué à 735 millions avant fin  2012 (GSMA, 2011). L’Etat devrait aussi s’impliquer davantage en mettant sur pied des laboratoires d’invention mobile , encourager la formation dans le développement mobile et primer les meilleurs pratiques .

 

 

 

Impact de la téléphonie


            La téléphonie mobile du fait de son accessibilité (un téléphone coûte moins de 20 US) et de  sa facilité d’utilisation permet à la population africaine, même la plus défavorisée  de bénéficier des services  essentiels à leur épanouissement. on trouve désormais  des applications mobile dans le commerce (m-commerce), la santé (m-santé), l’agriculture (m-agriculture)..etc. Le monde rural est assez touché par le phénomène. La couverture en zone rurale est estimée à 40%(Annie L., 2010). On assiste dans plusieurs pays à l’exploitation du potentiel du mobile à l’exemple : du Kenya avec le service M-Pesa, du Cameroun avec le service Mobile Money.                                    En  observant les usages de  la téléphonie on peut dire qu’elle  répond bien à un problème d’accès et de pénurie,  des communautés, c’est le cas des comptes bancaires qui sont remplacés par des comptes mobiles qui permettent de faciliter les transactions commerciales. On comprend cet assertion de José Do-Nascimento(2004) dans son rapport intitulé quand il dit que : « le téléphone portable  en Afrique, comme tous les NTIC en général, apporte une réponse moderne, c’est-à-dire efficiente, à une problématique d'origine et d'expression locale ».


               Au terme de cette analyse, on peut dire que la téléphonie a encore beaucoup de choses à offrir comme opportunité, mais à condition que cela soit fait dans un certain cadre.
